PayPal interferes with the sale and as a condition of using or taking PayPal you agree to that Interference - the Buyer and Seller does. .  The transaction is between the Buyer and Seller.  Only when the Seller surely does something improper should the card holder have a right to a refund and thus since PayPal has demonstrated they are not handling this duty well - that is not under any proper law, we do not take it here.
